Minutes

 

A meeting of the Ogallala Board of Health was called to order at 7:34 P.M. by Mary Lou Heelan in the City of Ogallala Administration Building, 411 East Second Street, Ogallala, Nebraska.  Members present:  Mary Lou Heelan, Dr. Kurt Johnson, and Acting Secretary Rod Kolsrud, with Glen Silvius joining the meeting at 7:37 P.M.  Also present was Ogallala Police Department Code Enforcement Officer Eric Troxel.    Absent was Dr. Paul Foy. 

 

Notice of the meeting was given in advance by publication in the Keith County News, the designated method of giving notice. Notice of the meeting was delivered to members of the Board of Health by hand delivery of an Ogallala Police Officer.

 

Mary Lou Heelan moved to approve the minutes of the June 21, 2005 Board of Health meeting and the motion was seconded by Kolsrud.  Voting Yes:  Kolsrud and Heelan.  Voting No:  None.   Abstain:  Dr. Johnson.  Absent: Dr. Paul Foy.  Motion carried. 

 

Public Forum: Heelan opened the public forum and invited any individual wishing to speak to the board to come to the podium.  Heelan advised that the Public Forum would remain open for the duration of the public meeting.

 

Discussion was held regarding a construction storage lot in the area of North Spruce and West 32nd Street to determine whether the property was in violation of city codes.  Silvius made a motion that the codes be checks to see if a violation existed, seconded by Dr. Johnson.  Voting Yes:  Silvius, Dr. Johnson, Heelan, and Kolsrud.  Voting NO:  None.  Absent: Dr. Paul Foy.  Motion carried.   

 

Discussion was held pertaining to properties of concern: Officer Troxel presented Code Enforcement Activity report for the month of June with special attention to properties located in the Northwest Trailer Court as well as an empty building located on South Spruce Street.  Property owners will be contacted regarding securing their property.  Other properties with concerns about weeds and trash accumulation were also discussed.    

 

Discussion was held regarding unwanted birds roosting in trees within the city limits and the problems caused by the property owners using artillery shells and firecrackers and other similar noisemakers to discourage the birds from roosting.  It was the general consensus of the board members that it should be up to the property owners involved to find other methods and not using these types of noisemakers.   

 

No further business to come before the Board,   Dr. Johnson made a motion to adjourn, seconded by Silvius.  Voting Yes: Kolsrud, Heelan, Silvius, and Johnson.  Voting No: None.  Absent: Dr. Paul Foy.  Motion Carried.

 

Meeting adjourned at 8:05 P.M.
